No plans. Young men in some villages - some have ideas, some do not bother. Plans consist of their ideas. No apparent supervision.
Extension Service.
Some good things, but all small. E.g. grafting wild {.....} with pistachio.
Grafting wild fruit trees.
No major policies; and when there are, no way of delivery.
Confirms continuously the view that officials do want to do the job, except in so far as it furthers their own interests (in their own eyes).
